Notes about issue timestamps_in_description_files_generated_by_r-base-dev in unstable

Description: r-base-dev leaves a build timestamp (showing date + time + timezone) in
the /usr/lib/R/library/*/Description files it generates.
This is fixable with GNU R >= 3.2.0 from unstable. If your package uses the template in debian/rules you should be fine. If not, see for reference how to fix your package.
