Notes about issue timestamps_added_by_librime in unstable

Description: Rime Input Method Engine (RIME) related packages that use src:librime can
ship YAML schema files with embedded timestamps.

There appears to be an optional configuration variable in rime,
-DRIME_NO_TIMESTAMP, to disable this at runtime.
