Notes about issue lessc_captures_build_path in stretch

Description: lessc captures the build path in source maps. To fix, give
1. Pass --source-map-basepath=$SOURCE_ROOT_DIR, e.g.
2. Make the output file path relative, until is fixed and accepted, e.g.
Eventually we can fix (2) and make (1) unnecessary by reading SOURCE_PREFIX_MAP
