Notes about issue timestamps_in_directories in buster

Description: Timestamps of one or more directories change from build1 to build2. This is probably a debhelper issue
and it's different from varying_mtimes_in_data_tar_gz_or_control_tar_gz which is mainly for packages that
do not try to build reproducibly yet.
