Notes about issue hevea_captures_build_path in buster

Description: hevea capture the build path in 2 places inside the generated HTML file: (only if full-path used instead of relative path as argument)
1. inside HTML comment "HEVEA command line is:"
2. if \title is missing in received .tex file, the HTML title tag will contain the path to generated file without file extension.
