This is usually a runtime problem but if fontconfig is called in a build it can effect build artifacts too. See https://redmine.tails.boum.org/code/issues/16732 and countless upstream threads.
Our notes about issues affecting packages are stored in notes.git and are targeted at packages in Debian in 'unstable/amd64' (unless they say otherwise).
