Org-mode adds timestamps (which also vary by TZ). They can be added by other tools that call org-mode without obviously doing so, specifically elpa-htmlize.
Our notes about issues affecting packages are stored in notes.git and are targeted at packages in Debian in 'unstable/amd64' (unless they say otherwise).
