Notes about issue translations_missing_in_desktop_files in unstable

A file contains a list of «Name[xx] = "String"» lines, where «xx» is a language code;
some or all of the lines are present in one build only.
Possibly a bug (race condition between multiple invocations?) in intltool-merge. Maybe fixed by https://bugs.launchpad.net/intltool/+bug/1687644
