Notes about issue timestamps_in_tex_documents in stretch

Description: The TeX \today macro embeds the build date in the files generated
from it (DVI, PS, PDF, etc.). This should probably be changed to
honour SOURCE_DATE_EPOCH from the environment.

This can sometimes be explicit in the \maketitle command.
