Notes about issue timestamp_in_jboss_messagebundle_generated_code in stretch

Description: JBoss @MessageBundle (translation) generated classes contain a generation date and time. This
timestamp is only retained in the generated code, so doesn't appear in the binary unless you
generate documentation from it.
